In fact just make the whole server 25% and/or 5% gas... woot!And remove all NPC Guards, and the pvp ranges. Everything 5% except cities which are 25% and have Bor/Newland be a safe haven with 75% gas.

Keep PvP level ranges in tact, allow us to transfer characters to Rubi-ka 3, remove apartments, guards, and mobs which attack characters based on side or gender, disable the ability to fly in yalms, payed yalms, or with Quantum Wings, allow people to attack inside the grid and fixer grid, and make all areas 25% or lower gas! I'll transfer my characters to Rubi-ka 3 and delete them from Rubi-ka 1

It should have been done at least for a while. We would see a massive migration of all the PvPers to that server leaving only a couple of PvMers on the other 2 servers. In the end that server would be overpopulated and the other 2 would have to shut down. Right? Right?

Maybe it should be done how I "think" it's done on WoW PvP servers. All major cities are 75%. Some of the PvM areas with crappy xp are 75%. The PvM areas with the best xp are 25%. That way you can still level in a safe area, but really slow or you can man up and level really fast in a pvp zone.

I never understood why clan and omni cities should be 75%. Of all the places you should be able to attack "the enemy", it should be in your own faction's city.
Remove cities, allow the instanced ones only but without cloaking devices. Provide a city builder shop NPC.
I would remove xp gains, get rid of all extra mobs, just keep the raidable portions of RK.
