Access to the forums should be restricted to people who have active accounts. This would cut down on the trolling and make it easier for the good ideas to reach the eyes of the FC staff.

This used to happen. In my first year as a paid player, I thought I got banned every three months. It just locked me out when the account wasnt paid.

With the redesign of the payment page and such, somewhere along the line this has been avoided.

That's the bug. If you don't cancel your subscription and simply let it run out, you can still post on the forums.
