They don't drop anywhere.

You make them using Turn Spirits.

An Inamorata Rifle combined with a Turn Spirit of the Minature makes a Focus Rifle. Remember Focus Rifle is the Omni version, and the Clan version is same process, just Sacrosanct Rifle with Clan TS.
