Have in mind that I've included all the top +def items and evade ones you can get ingame.
I'd say that 2k dodge ranged is fairly easy to reach on an agent at 220 without css and towers.

1.7k evades (if that's skills only) then you're over 1.9k self with def imps and 1K board, add RI and Stare to this and you got about 2.1k.
